A Stafford Loan is not a credit based loan. You apply for a Federal Stafford Loan by first completing the Free Application for Federal Student Aid (FAFSA) for the year that you are applying for aid. Your FAFSA info is sent to the Financial Aid Office of the College that you indicated. The Aid Office will offer you a financial aid package which includes the eligibility for a Federal Stafford Loan.

When I went to college I got two staffard loans. What happens is you can request more money that is owed to the school. For instance tuition and fees were $1,200. I requested a loan amount for $2,000. The remaining balance was mailed to me in a reimbursment check a couple of weeks later. That money I used for books, supplies, and transportation expenses.

There are many schools that can be accredited but the "program" may not be "financial aid eligible". It does not mean necessarily it is a bad program or school just that it does not meet the Department of Education criteria to be funded with financial aid. The reason could be as simple as the length or classroom hours in the program.
